RSC’s two founding partners are Elbie J. (Skip) Hickambottom, and James Proctor. Together they bring extensive experience in the field of real estate development, program and project management, community outreach, local hire, PR and project communications. The objective is always to ensure delivery of a project on time and on budget.
Elbie (Skip) Hickambottom was born and raised in the city of Pasadena, California. Skip’s family has a long history of connection to the city and the community. As a lawyer with Gronemeier & Associates, Skip has fought to ensure the interests of his clients were successfully met. In his position as President and CEO of RSC, Skip has the background, experience, relationships, and expertise to meet your project’s objectives.
James Proctor has earned a degree in Economics from UCLA, served as a Captain in the US Air Force, and developed more than 20 years of experience in the field of program and project management in the construction industry. Through his leadership and consensus building skills, combined with a strategic focus on the objective, James directs the needed resources and services to guide a project to a successful completion.
